I may be misunderstanding this tread .... or, just never knew about this restriction ... but I think
a: the parent pom and prerequisite should be able to be published to repo.eclipse.org independently of a full build. I am not sure a Hudson job has been set up or modified for them, though. Those jobs are located on "platform hipp" under
https://hudson.eclipse.org/platform/
Perhaps some adjustment is needed to change 4.6.1 to 4.6.2?

b: If the "reference repo" (4.6-M-builds) is completely new, I used to always "prime" the 4.X-M-builds repo with "the released" I-build that conceptually is the "first reference build" of the maintenance stream. I do not think that is the case here, though, since 4.6.2 maintenance should just be a continuation of 4.6.1, right? Hence 4.6-M-builds should already have the latest, released M-build?
