[platform-releng-dev] Equinox bug 502425 changes broke the nightly build

I neglected to update one of the fragments
of the framework (org.eclipse.equinox.regions) for https://bugs.eclipse.org/bugs/show_bug.cgi?id=502425.
 Really disappointing that tycho demands fragments be at or above
the execution environment of their host bundle.

I have released a fix.  It would
be good to get another nightly build going if possible before tomorrow
nights.
