[platform-releng-dev] Changes in p2

Hi

A last minute request came in to make sure that p2 only sends the 
Eclipse UUID when contacting the Eclipse Foundation servers: 
https://bugs.eclipse.org/bugs/show_bug.cgi?id=490112#c21

Additionally it has been requested to add details about how to opt-out 
of the UUID.
