[platform-releng-dev] Rebuild request for Neon RC1

SWT requests a rebuild for 
Bug
493462: [HiDPI] Improve autoScale method, default
deviceZoom, and system properties

This will avoid the distorted icons
at non-integer scale factors (125%, 150%).

The fix has been reviewed and pushed
to master, and the SWT build input is done as well, so the rebuild can
start immediately.
