I had intended to make this a "test
build" (no tests, no tags) just to help verify our move to Tycho 0.25.0
would be OK. (And, it does seem OK!, with minor complications. See Bug 491626)

I guess I forgot to specify "-t"
which is what makes our scripts treat a build as a "test build".

I will allow the tests to run and leave
the build on DL site, unless anyone thinks otherwise.
