[platform-releng-dev] Off-schedule N-build today to test Tycho 0.24

I plan to schedule an N-build today, at
12:30 (Eastern) to test Tycho 0.24. But, since it won't formally be released
until the end of next week (after our milestone build) I plan to move back
to the released version, 0.23.1, we are currently using, to produce M3.
The purpose of today's N-build is just to help test out 0.24 before it
becomes finalized. 

The test, and eventual move to 0.24
is being tracked in bug
480588 [1].

Just keeping everyone informed.
