[platform-releng-dev] Updated Build Schedule for Neon milestones and Mar

Team, 

Our Neon M1 contribution is due 8/7,
which means this Sunday begins our milestone rampdown builds (Sunday night,
then twice a day for Monday, Tuesday, and Wednesday. 
I have put in the "sign-off"
for Thursday, as usual, and have marked Tuesday as "all day, all teams"
test pass (not sure that is in any written plan, yet, but seems to be the
pattern ... let me know if that's not right for M1). 

Our SR1 RC1 contribution is the following
week. Since it is a "warm up" RC, we typically do not have formal
testing or sign-offs ... though, of course, each team is free to do testing
as your team deems necessary..

but this time I have left off the nightly
N-builds. I feel those are a lot of "book keeping" for little
benefit, since they follow a very regular pattern and I think add noise
compared to the other types of more important builds. But, if anyone feels
they are really necessary to have on there, let me know, and I will add
them (eventually :).
