[platform-releng-dev] Updating the E4 tools download page for the mars r

Hi, 

The E4 tools (with the spies), must be installed to develop an E4 application. It can be found using the E4 tools web site :

http://download.eclipse.org/e4/downloads/

But this page is out of date (january 2015).

Would it be possible to update it ?  

The update should be :  update of the zip with the spies, some explanations about the content and the spy usage… 

That could be done for the mars release…
