I have opened this bug to record sign-offs
and issues for RC3. 

Bug 468565
- Declare Mars RC3 

After IMing with Lakshmi, the comparator
errors mentioned earlier appear to be JavaDoc changes without a change
in bundle qualifiers (SWT has a special way they update qualifiers, I believe)
so the build should be functionally correct, but we may have to respin
to pick up the JavaDoc changes.
