This build failed because org.eclipse.e4.rcp
needs it's pom artifact version increased to match the recent change in
feature version. 

Plus, I have turned back on the "pom
version updater" now ... I had turned it off back when we we using
patched Tycho builds ... just because we so many problems getting that
working I had to reduce the number of moving pieces.
