[platform-releng-dev] Sign-off Bug for Mars M5

Even though unit tests are still running,
I went ahead and created the "sign-off bug" for Mars M5. 

Bug 458702
- Declare Mars M5 

And, I always try to remind everyone,
since different than previous years, this is the last milestone before
EclipseCon, so some demos or tutorials might be based on it. Because of
that, please be sure it is "solid".
