[platform-releng-dev] Updated build schedule for M4 stabilization

I have updated the build schedule to reflect
the reality that M4 is next week ... so, "two I-builds per day"
Sunday 8 PM to Wednesday 8 PM, and "final sign-offs" on Thursday,
12/11. So remember, Project Leads, if you or "team" are "out"
end of that week to be sure to find a "backup" to do the sign-off
on your behalf.
