Are you saying "infrastructure issue"
since the failure is related to "Address already
in use"? 
I'm not sure why JDT (or, the test case) needs a socket,
but ... it is a multiuser system! Perhaps the test case just need to be
improved to try several addresses until it finds one not in use? 
If so, please open a bug to track it being fixed, someday.


Or, it the problem more subtle and complicated than that?

We have a test failure test_annotation_import_002
- 1.8  on  Linux with Build:  I20141027-0800. The failure
is not related to JDT code. It looks like a infrastructure issue.
