I thought that build was used by Gerrit,
in which case it would send notice to those who made changes, or who were
otherwise "in charge" of it? 

This list is more for our "production
builds" ... and it might be confusing to get error messages from both?

This job: https://hudson.eclipse.org/platform/job/eclipse-aggregator-master/
does a full build of Platform. It's currently configured to skip tests,
but it can detect binding issues, compile issues, wrong versions between
pom and MANIFEST... Wouldn't it make sense to configure it to send reports
to this mailing-list ?
