I think the bundle is question is "owned"
by eclipse.platform.ui
but I think I have figured out a "work around" for a change in
CBI-signer behavior. 

So, if appropriate committers can have
a look at 
https://bugs.eclipse.org/bugs/show_bug.cgi?id=442119
and see if you agree with the work around
... or, if the empty inner jar is actually incorrect and that is what needs
to be fixed (or, removed?)
