[platform-releng-dev] p2 failures in recent I and M builds ... is not p2

The 50 or so errors in the p2 tests (in
both I-and M-build are due to some changes I made to some property files
and is being tracked in 
Bug 440604
- update equinoxp2tests.properties file 
I think I have a handle on how to solve ... but, it's
one of those things where looking at the code it is amazing that it ever
worked ... so I'll be making several test runs on my local test machine
to make sure I am "doing it right". 

Apologies for that "tests break" (but illustrates
how fragile that part of test code is). But, wanted to be clear nothing
is wrong with p2 (well, not as indicated by these tests). 

The "releng.tests" breakages are not that unusual,
since they were just re-introduced, and are being tracked in 
Bug 440604
- update equinoxp2tests.properties file
