413583: Setup of null annotations in plug-in
project does not work with headless PDE/Build

Fix: Remove the quick fix that added
additional.bundles = org.eclipse.jdt.annotation
to build.properties; this is problematic,
since PDE doesn't support a version range there.
The workaround (add an optional bundle
dependency) will be described in the docs.

Risk: Very low. Just removes the private
method that added the quick fix.
