I fixed bug 429353 for Equinox.  Not in time for the 8:00 AM I-Build.  Will need a respin if it does fail.

Just so everyone knows what I know ... I've opened the follow infrastructure bug on why we don't have windows unit tests today: 

Bug 429528 - Windows test machine on Hudson is offline 

And, I could be wrong, but I think the next I-build will fail unless following p2 and equinox bug is addressed. 

Bug 429353 - change "includes ECF source" to "requires" in p2.sdk
