I think I found core issue and have a temp
fix in mind, until we can work out proper fix with ECF. 
Hence, I'll try the N-build again at
11 PM (Eastern). 
If that doesn't work, I will "revert
all" for the morning's I-build. 

Even if it does work, the I-build may
depend on someone "touching" bundles that use ECF (as anytime
we change prereqs) ... or Krzysztof finishing bug 419647.

I've opened following bug to track this
issue.

427858 - N20140210-2000 build failed due
to ECF changes 

at first glance is tempting to say it's simply because work on bug 419647
 is not complete ... but I suspect
there may be more to it.
