I dug in my brain and also in bugzilla, but could not find a good reason why we don't categorize JDT and PDE in our milestone and maintenance repositories. In the train repositories they are categorized. I filed bug 420888 for adding the categorization.

A simple nasty NPE [1] in JDT/Core raised the question of how to update:

The fix was released to R4_3_maintenance but people are having
difficulties to find these bits in a consumable fashion.

Updating the SDK into an installed package fails because the
package locks the exact version of the SDK feature, whereas
updating just the JDT feature works fine.
It turns out that a considerable obstacle is the absence of
a category containing the JDT feature on SDK update sites like
4.3-M-builds.

Of course fixing bug 262009 (p2) would may this issue go away, but
for now, couldn't such categories be simply added to the SDK build?
Asked differently: who is the master of the SDK categories?
