This was supposed to be a "test build"
.... build machine only .... but I apparently forgot the "-t"
when doing this "test build" so it got pushed to downloads, and
tested, instead of just staying on build machine. 

But the build should be "fine to
use" (as much as any other M-build)  so I do not plan to remove
it, or anything. 

It was done to check out these two issues
in "maintenance" (they are already in master branch): 

Bug 418626 - change build to use "CBI
provided" license feature repository
Bug 418752 - "no sources found"
while building sdk.tests

Indeed exact same number of artifacts
produced in repo, so we really have not been producing "source"
bundles for unit tests and only just now found out about it. 
(And, the fix is just to say we are
not producing them, so the build doesn't fail ... we'll produce them later
if there is great demand). 

The "common license" seems
fine, though was some change in ?formatting? that shows up in comparator
logs, so I opened a bug to track.

I'm nearly positive it makes no practical
difference, but will look at closer, and might just end up fixing "test"
to know to ignore those differences?
