As far as I know, from the error indicated,


[ERROR] Plugin org.eclipse.tycho:tycho-versions-plugin:0.17.0
or one of its dependencies could not be resolved: Failed to read artifact
descriptor for org.eclipse.tycho:tycho-versions-plugin:jar:0.17.0: Could
not transfer artifact org.eclipse.tycho:tycho-versions-plugin:pom:0.17.0
from/to central (http://repo.maven.apache.org/maven2):
Read timed out

Is just a temporary infrastructure problem
... so I plan just to retry again at 1:30. 

And, just to be explicit, there is this
one place ... in "pom updater" that we do use Tycho 0.17.0 ...
see bug 412110 ... but this should be, as far as I know :) completely unrelated
to earlier failure (which happened during the actual build, not the POM
Updater phase, where Tycho 0.18.1 should be in use.
