[platform-releng-dev] Kepler SR1 (4.3 maintenance) M-builds to start Wed

I think I've almost got everything ready
to build M builds.

Three repos, do not have maintenance
branches, so I'll just use R4_3 tags for those ... unless you speak up
soon! (You can comment in the bug if you update "today" ... otherwise,
in weeks or months, open a new bug if/when you have maintenance branches
and I'll update appropriate files). 

In build schedule, I have not yet taken
into account any particular "rampdown" for SR dates, but instead,
for now, just put "every Wednesday at 8 AM" until end of February.
