[platform-releng-dev] feel free to release to master for Luna (4.4) buil

At the request of some committers, I have
restarted builds for Luna (Eclipse 4.4) and written up the assumed schedule
through M1. [1]

(This is possible because we know how
to do a "limited respin" for Kepler, in the unlikely event we
should have to this week). 

Note, our build schedule does not yet
show "maintenance builds" for Kepler (4.3.1) and in fact, there
are some serious discussions we need to have about when to "split
streams" since as far as I can tell, our new build system basically
requires us to all do at the same time -- even for those that are doing
the same work for Luna (master) as they are for Kepler maintenance (R4_3_maintenance).
