I am not sure all the "versioning
issues" have been fixed yet, so if you just use the composite site:

http://download.eclipse.org/eclipse/updates/4.3-I-builds
you may not automatically get "the
latest". 

Discrepancies might be more obvious
if you used the simple repo, instead of composite:
http://download.eclipse.org/eclipse/updates/4.3-I-builds/I20130304-2000/
