[platform-releng-dev] Sign-off for Juno SR2 RC4

The official "test pass day" is not until tomorrow, Thursday, but I went ahead and created the "sign off bug" for anyone getting started early.

Bug 400107 - Declare Juno SR2 RC4

There were no changes for today's scheduled build, but the "warmup" build on Monday had one bug fix that was not in RC3.
So, while might not seem like a there is much need to test ... this is your final chance!
Please consider this "signing off" on Juno SR2 as a whole, since no more builds are planned.
Also, good time to "verify" any bugs that have not been.
