I've opened a bug for this
Bug 399274
- I-build not publishing correct DL page 

It actually turns out the build is there,
just not "published" correctly. I'm not sure why. May happen
when we "republish" the page for test results? 
And, I won't be able to investigate
deeply until later this afternoon due to some appointments I have. 

If we can trust the page at all, though,
appears to be a compile error ?

In the mean time, if you can "guess"
the name of the DL you want, you can manually enter the URL, such as 

http://download.eclipse.org/eclipse/downloads/drops4/I20130127-2000/eclipse-SDK-I20130127-2000-win32-x86_64.zip

Or, maybe this morning's 8:00 build
will publish correctly?
