It is, indirectly. There's a permissions
problem (as noted in bug 395777) that prevented the "summary scripts"
from running. I'd fixed this in one spot, but not another. I'll fix "by
hand" and snag any results still around. I have fixed the immediate
problem (so tonight's should be automatic), but the general situation (and
difficulties of others seeing what the problem was) lead me to open 
Bug 396213
- improve handling/coordination of base builder

Since 20121207 no builds have tests.
David, could this be due to the base builder switch you made (https://bugs.eclipse.org/395777)?
