I believe the org.eclipse.license feature is from the license-feature support introduced for bug 306818. I don't think this feature ever gets published itself. It only served as the source for the license text that gets added to features that reference it via the "license-feature" attribute.

It's built as part of our build and consumed somehow that way, see http://git.eclipse.org/c/platform/eclipse.platform.releng.git/tree/features/org.eclipse.license

But I don't see it in any of our repos, eclipse, or juno/indigo/etc
