[platform-releng-dev] sign-off needed for Juno SR1 RC2

The candidate builds are complete, though
unit tests won't be done until very late today or Thursday.

I've created the "sign-off"
bugzilla entry for components leads to give their official sign-offs once
tested, confirmed, and unit tested.
