[platform-releng-dev] Simpler platformOptions.txt syntax to include exte

Take the list of changes below with a grain
of salt. The build contains more commits, e.g.

Bug
384070: Javadoc generation should substitute
_* in -classpath with actual version

This change affects you if your plug-in
generates Javadoc and references external JARs (e.g. from Orbit).
Previously, you or your release engineer
always had to manually update version numbers of these JARs in platformOptions.txt
(or jdtOptions.txt or pdeOptions.txt).
Now, you can just use _* if there's
only one version in the build. This works in master, R3_8_maintenance,
and R4_2_maintenance.
