[platform-releng-dev] Root bug to track Juno test failures on Hudson

As mentioned in today's architecture call,
every component must look at its test failures in the upcoming RC4 candidate
build and make sure that every failure is covered by a bug report.
Those bug reports need to be marked
as blocker for bug
381873: Root bug to track
Juno test failures on Hudson.
The final test results page will explain
the test failures and link to the
root bug (see bug
381872 for details).
