[platform-releng-dev] belated 3.8 and 4.2 "started" messages with change

Apologies, but I forgot to change the "continueBuildOnNoChange"
flag and Bug 379772
is still a bug, so no "started" mail was sent out, with a list
of "changes". And there were a few changes, docs only, and thought
I'd send out this "manual" notice, in case it helps anyone know
if their expected submissions got in the build, or not.
