Eclipse project committers are not currently using
the releng tools plugin. It is designed to work with CVS and we have since
migrated to Git. Tomasz is looking at adding support for copyright checking
with Git (bug 345669). Once that has been added we will start using it
again. I wouldn't make any assumptions about the CVS-based releng tools
going forward, unless someone who cares about CVS is interested in maintaining
it.
