[platform-releng-dev] migration of platform.releng projects to Git

I'm going to start migrating the remaining
features and bundles that are still in CVS to Git starting late this afternoon/tomorrow
morning.  They will reside in the eclipse.platform.releng repo.  They
are mostly buildtime features and branding bundles so there are only a
few people who have commit rights to them.

Note: Some of the bundles are old and
now exist in new locations.  I'm just migrating then to preserve the
history.
