I ran the JFace test suite a couple of times and was unable to reproduce the problem if I left the computer alone. If I interacted with it and forcibly caused other windows to appear on top of the tests, then I would get these failures. I suspect a window popped up on the test machine during the test run.
We had one code change in R3_7_maintenance but that was to org.eclipse.ui.forms. It doesn't appear to be tagged so I presume it wasn't built.
