[platform-releng-dev] tagging R3_7_1 Git repos

In the planning call today we discussed
the fact that it is difficult to tag the Git repos for R3_7_1 without knowing
having a detailed knowledge of the component.  On the advice of the
wise PMC, I have been advised that the components should tag their repos
themselves for R3_7_1 since there they will have a better knowledge of
what went into the final build.  The repos that need to be tagged
are listed below

equinox.framework
equinox.bundles
platform.runtime
platform.resources
equinox.p2
pde.ui
platform.swt
platform.swt.binaries
platform.ui
platform.ua

I have tagged the components that hadn't
yet migrated to Git at the time of the 3.7.1 release in CVS.
