The builds failed because the local mirror
we use to fetch orbit bundles is missing all the tools projects for some
unexplained reason.  I have escalated my ticket with our IT staff.

I'll update the maps to point to eclipse.org
directly, hopefully we will avoid the timeouts that usually occur when
fetching orbit bundles.
