[platform-releng-dev] Indigo rebuild

As John stated on the Eclipse PMC list,
Equinox is considering a fix for 3.7.  In order to have a build ready
as soon as possible if this is approved, he has asked me to start a build
immediately.  

Thus, build I201106131736 is now in
progress.

PMC members, 

Equinox is considering an Indigo rebuild to fix a severe regression in
the framework bundle cache. Please take a look at the bug and chime in
with your comments. See comment #30 for the fix and comment #31 for a summary.
Tom is going to send a request to the RT PMC as well.
