[platform-releng-dev] R3_7_maintenance and 3.8 stream builds

I've branched version I20110603-0909 of
org.eclipse.releng  to  R3_7_maintenance. This branch will be
used if we need to run a post 3.7RC4 build.  Thus, please don't release
3.7.1 fixes to this branch until we have shipped 3.7. (See the Indigo calendar

I didn't run nightly builds over the
weekend because there are changes required in an equinox incubator project
that are causing a build from HEAD to fail.

Update the build of org.eclipse.equinox.console.supportability
project in equinox incubator

Once we have run a successful test build
from HEAD, I'll schedule 3.8 nightly builds.
