The build is failing because of a http
timeout fetching the ecf bundles from www.eclipse.org. I've updated the
p2.map to fetch them from download.eclipse.org.  The build replaces
download.eclipse.org with a hostname of a local mirror where the Apache
server isn't so busy compared to eclipse.org. Hopefully this will reduce
the number of build failures.
