The releng tests failures are due to
1) New ECF bundles were included in
the build but the platform options file wasn't updated in org.eclipse.platform.doc.isv.
 I've done it this time,  p2 team please remember to update it
next time :-)
2)  Errors related to chkpii errors
which have since been tagged.  I also opened a bug against p2 for
chkpii errors in the update bundles. https://bugs.eclipse.org/bugs/show_bug.cgi?id=310884
3) The comparator log is identifying
those bundles that need to be tagged to include the source references.
  I've opened a bug for this for 3.6RC1 https://bugs.eclipse.org/bugs/show_bug.cgi?id=310906
