I upgraded to this build and found that
there were a lot of unsigned bundles in it.  Since we were having
problems with signing this morning (the reason the build failed), I was
watching the signing queue to ensure it didn't fail.  I happened to
notice that there were a lot of messages like this in the jar signing log
on build.eclipse.org.

jarsigner: unable to sign jar: java.io.IOException:
DER input not a UTF8 string
SIGNER: asked to sign /opt/public/download-staging.priv/eclipse/I20100420-0800-out/temp_eclipse-master-I20100420-0800.zip/org.eclipse.core.commands_3.6.0.I20100122-0800.jar
 updating: META-INF/MANIFEST.MF
jarsigner: unable to sign jar: java.io.IOException:
DER input not a UTF8 string

Anyways, I've opened a bug about this
issue.
