This is the bug. It appears that the
p2 changes uncovered a VM bug.  The p2 test builds were all run on
build.eclipse.org which has different VMs and architecture than our regular
build machine.

I'm running a test build now with newer
VMs.

The nightly build has stalled. Looking at the log, the vm that's running
the build is aborting. This is a new way for the build to fail. I'm investigating
