Upon further investigation, the build
failed because there was a problem signing the file on eclipse.org. I initiated
resigning the file over an hour ago, but it's taking a long time because
the the load average is high on build.eclipse.org.

I'm not sure why the build couildn't create this directory.  In any
case, I've restarted the build from the point where it failed.
