We finally tracked this down to a path
length problem on the test machine. The test data was exceeding the maximum
path length by five characters. The problem was intermittent because our
tags aren't always the same length when affects the length of the path
of the extracted bundle (v20090803 versus N20090810-2000). A fix will be
released to HEAD shortly.

The p2 test failures are being tracked in the following bug:

https://bugs.eclipse.org/bugs/show_bug.cgi?id=285158

This failure only occurs on the test machine and can't be reproduced locally.
We are trying to narrow down the cause, but it looks related to the test
infrastructure and doesn't represent a problem in the build. The same failure
will probably also occur in the I-build.
