[platform-releng-dev] Updated freeze plan

It was pointed out that the scheduled
3.4.2 RC1 build was at the same time as a 3.5 M5 milestone build. After
discussing with Kim, it looks like the best we can do is end of day on
Tuesday instead of Wednesday morning for the RC1 build. That gives time
for the RC1 build to complete before the 3.5 M5 candidate builds start.
There may be time later in the week for RC1 rebuilds if needed. The freeze
plan and build schedules have been updated accordingly:
