Unless something else has changed on
the build machine between N20090117-2000
and N20090118-2000,
the reason for the recent failures in jdt.ui.tests and jdt.text.tests has
been that we used the quick fix to set the default encoding for PDE build
in build.properties, see https://bugs.eclipse.org/bugs/show_bug.cgi?id=260997#c6

I've reverted these changes for N20090118-2000,
and this build's test run looks OK.
