Yes, the SDK is built first to allow
the time consuming signing process to start.  The sdk tests get checked
out and built later on in the build.

The OSGi tests are failing in new tests that just got
released. The new tests got released very close to when the build was happening.
Is the SDK built first before checking out and building the tests? It appears
that org.eclipse.osgi was built before a fix was released and then the
tests were built after the fix + tests were released to CVS.
