Currently we have issues using JUnit 4 in our automated
test suites. This is described here: https://bugs.eclipse.org/bugs/show_bug.cgi?id=153429

There have been some recent questions about fixing this bug and I was wondering
if modifying the test framework to handle both JUnit 3 and 4 tests on the
Galileo plan for the Releng team
